What is Specialist Disability Accommodation (SDA)

Specialist Disability Accommodation (SDA) is NDIS funding for purpose-built, accessible real estate designed specifically for participants with extreme functional impairment or very high support needs. SDA funds the physical property asset (the “bricks and mortar”), not the person-to-person support services delivered within it.

Purpose and Eligibility

SDA is intended for a highly specific cohort of NDIS participants (historically estimated at around 6%) who require specialized housing features to live safely, build independence, or allow their support services to be delivered safely. To be eligible, a participant must have an extreme functional impairment or very high support needs where standard housing, even with significant modifications, would be inadequate or cost-prohibitive.

The Funding Mechanism

SDA funding separates the housing provider from the support service provider. The NDIS pays SDA funding directly to a registered SDA provider to cover the premium capital costs of building and maintaining specialized properties. The participant themselves still pays a “Reasonable Rent Contribution” (RRC), which is legally capped—typically at 25% of the base Disability Support Pension plus any Commonwealth Rent Assistance. Importantly, SDA funding explicitly excludes daily living expenses and in-home care, which are funded separately under categories like Supported Independent Living (SIL).

Design Categories

To qualify for funding, an SDA dwelling must be enrolled with the NDIS and strictly adhere to the SDA Design Standard. Properties are categorized into four design tiers:

  • Improved Liveability: Housing with better physical access and sensory features for people with sensory, intellectual, or cognitive impairments.
  • Robust: Highly durable housing with secure windows, doors, and soundproofing to protect participants with complex behaviors and reduce property damage.
  • Fully Accessible: Housing featuring a high level of physical access for people with significant physical impairments (e.g., wheelchair-accessible bathrooms and kitchens).
  • High Physical Support: Housing that includes all Fully Accessible features, plus structural provisions for ceiling hoists, backup power supplies, and advanced assistive technology integrations.

Property and Investment Strategy

Because the NDIS provides recurring, government-backed SDA payments to incentivize the construction of these specialized dwellings, a distinct property development and investment sector has emerged. Developing SDA housing requires navigating strict compliance frameworks, tenant sourcing, and building distinct property types—ranging from single-occupancy apartments and villas to shared multi-bedroom houses. This market-driven approach aims to move participants out of legacy institutional facilities and hospitals into community-integrated, high-quality homes.
